Getting a Ph.D is different in many parts of the world. Since European schools receive large part of their funding through government grants and subsidies, the Ph.D openings may be one or two throughout a year in universities. In U.S, university departments will have many openings for Ph.Ds every year. Even though Ph.D candidates are part of the university staff like in Europe, they are primarily students that enrolled for the doctoral degree. You can be an applicant during the school's admission timeline (Spring or Fall) and re-apply if you are not successful.

In U.S each university has its own portal, and requirements for application. But the common requirements will include the application, application essay, your academic records(transcripts), TOEFL or IELTS test results, GRE test results, resume/CV, letter of recommendations.
